Canon Point Explanation: This is simply my preferred canon point for Serenity. Her daughter has been returned to the past for training, and she's been awakened from her coma, and fixing the damage done to her planet.

Personality: The benevolent queen of all Earth, Serenity not only looks the part of a woman who granted Earth it's Silver Millennium, but acts the part, too. She is kind, and graceful, her years as regent queen granting her knowledge and maturity her past self never cared to possess, with a deep love for all living beings.
The most we see of Serenity is during times of crisis, and in these times she acts her part: the queen who would sacrifice anything for the sake of the world. She rarely falters, and when she does, she learns from those mistakes. One of the most important, the one that leads to the events of the Black Moon Arc, was her inability (and perhaps unwillingness) to execute a human, instead casting this evil man that incited fear and anger amongst her people to the 10th planet in the solar system, Nemesis. Not doing so caused the deaths of thousands of her people, almost wiped out the 30th Century as all knew it. She doesn't regret her decision, but she does wonder how things would have been if she had had him executed.
Despite being a queen, however, Serenity still manages to possess a bright youthful immaturity. She can still consume more food than one should blink an eye at, though now she can consume enough junk food to rot all her teeth without getting cavities (yes, she made it so no one can get cavities all because she hates them). She still skips work at times by feigning ill, usually dragging her beloved husband along with her, but when push comes to shove (and it does often) Serenity can put on her serious face. There's proof in the manga that she's still childish, and stubborn to learn, as her note to the 20th Century is very simplistically written, and she even signs it with a miniature drawing of herself.
She has a better understanding of responsibility than her younger counter-part, and her faith in humanity is at an all time high. There's a grace to her that was never there before, her clumsy streak far behind her now. Serenity lives a fairy-tale life, something she'd been dreaming of since she was younger, and there isn't a day that goes by where she isn't thankful for every good (and bad) thing that's happened to her.
Serenity still possess a slight naivete to certain things, especially people who aren't willing to accept the light she's willing to bestow upon them. She understands that everyone comes to at their own pace, but why are there people willing to maim and murder when they can live immortally? Why can't everyone be happy with the gifts she's given? She fears the day when someone will come and try to harm her people again, to try and incite rage and anger among Crystal Tokyo, and she isn't certain how to fix it. She wants happiness for the world, for the whole universe, but she also understands that you can't force happiness; people have to be willing to accept it.
No longer a soldier, Serenity cannot fight. She can repel, she can heal thousands of people without flinching, but her abilities as a solider were sacrificed when she became queen. It may not seem like a big deal, but there are some things Usagi truly hates, and that's the feeling of uselessness, like she must always be protected.
In short, Neo-Queen Serenity is still Usagi Tsukino. She's still the strong- hearted youth of the past, but she's simply more understanding of the world at large.
Her previous stay at Luceti will be remembered, but there will initially only be a sense of familiarity, not actual recognition, and some things will click, and other things will not. At most, her memories will be faded, and dim, especially considering the fact that Usagi had been here 1000 years before Serenity.
Strengths
Physical: While no longer the soldier of the past, Neo-Queen Serenity isn't particularly frail. She can still take a beating, and she can still fight back (though no longer in the way she could in the past) with the power of the silver crystal. In the manga, Serenity is shown being able to heal masses of people with little damage to herself, and repel evil from the grounds of her home; she is capable of creating magical weapons, and even communicating over long distances with its help.
Mental: Not only has she matured physically, but she's matured mentally, as well. Even in a coma, she is able to communicate with Usagi while she's trapped on Nemesis, giving her the power to transform. She's aware of all the happenings around her even as she sleeps to heal. Serenity understands her own failings as a person, and even learns from her mistakes.
Serenity is also much more knowledgeable now that she's all grown up; she can still be a bit stubborn when it comes to learning, but she retains the information she learns, and is unlikely to forget important things (unless those important things are meetings).
Emotional: Even when faced with horrors, the queen still stands tall to fight. She is calmer, and far more serene than her counter-part, but doesn't lack that bright and cheerful attitude. She's simply toned down a little. Serenity is emotionally strong, and becomes even stronger with her friends and family by her side.
Weaknesses
Physical: Serenity is both stronger, and weaker than she used to be. As Sailor Moon, Usagi could take a large amount of damage, and occasionally seem super human; Serenity, on the other hand, can not handle the same amount of damage her counterpart could. And it isn't just the amount of damage she can take that's been lost with her ability, it's also some of Sailor Moon's strengths.
Serenity can, in some limited ways, attack with her powers, but, for the most part, Serenity is now a healer. Her powers are far more defensive than they used to be, with few ways to attack without her senshi to assist. She's still strong, but in a different sense than Sailor Moon.
Mental: She's still lazy, and she hasn't bothered to learn some important things (her letter to the past is written childishly and simplistically). Diana states in the manga that both the king and queen will become suddenly ill when important meetings are approaching, and then they'll miraculously be better afterwards. She also fears a great many of things, especially beings of darkness, but it should be noted that this fear isn't for herself, but rather her kingdom.
Emotional: Her fears can cause her to make mistakes, like everyone else. She relies on her friends and family to get her through the tough times, proof of her dependence, and this dependency is more likely to be her downfall than anything else. It's an extension of her, and her soul, and tends to be sought after by evil due to its immense power.

First Person: [ The journal seems to be in Serenity's lap, and all one can see for a moment is layers of a long white dress, and bare feet on a wooden floor before its quickly turned upwards. And there, for all of Luceti to see, is the smiling face of Serenity. ]
Déjà vu! [ There's a short pause, her lips pursing, before she casts the journal curious look. ] That's right, isn't it? The feeling you get when you've done this all before, or think you've done this all before.
It's a lot like that feeling you get when you remember a dream you once forgot; kind of warm, and happy, and strange. [ Serenity gives a chiming and quiet laugh followed quickly by a sheepish sort of grin. ] It's a little overwhelming, like meeting with an old friend.
I've... missed it. [ This place, while her memories were hazy at best, she knew she missed it. She missed the companions she'd found, even if she couldn't remember the names. She missed it all, even the bad parts. ] Is that strange, to miss this place? I do remember that some bad things have happened here, but I know a lot of good things did, too. More good things than bad, I think. [ She swallows stiffly, her expression suddenly giving away the strong tide of emotions she felt. She opens her mouth, hesitant. ]
Is there anyone I know left? I would call out to you, but I can't seem to remember names; I just remember friends.
Third Person: Luceti was a beautiful place, that much Serenity remembered. It's forests were well-shaded, and it's rivers were crystal clear. It was similar to parks on Earth--the big ones, the ones where you could walk for miles and never encounter another living person.
It was serene, even with the trouble that came along with it. And she remembered trouble always arrived.
Serenity couldn't remember much of her previous stay, though the one before even that was nothing but dim, and confusing memories. She could remember festivals, and people whose names danced along the tip of her tongue; she could remember some joy, and some fear, but most of those memories were shaded by the ones that came after. They were shaded by Endymion, and her beautiful daughter. They were shaded by the years she'd lived happy in the Crystal Palace, but they were still there, lingering. Waiting.
A part of her felt as if all of it had been a dream, a dream that had only existed for a single night. She tried to catch the memories, but they seemed to fall apart in her hands like tiny grains of sand. It troubled her, but she knew there was little she could do about it. She would take what she could get, and store those memories safely away; she would cherish the things she remembered, and cherish the new memories she <i>knew</i> would create.
The forest began to thin much sooner than Serenity expected, as lost in her thoughts as she had been. The village came into view, its houses jostling more memories and feelings--things that made her heart clench. She was excited as much as she was nervous. How long had it been? Would these people know her? Would her family be here? Her guardians, and friends?
Serenity hadn't realized how much she could miss something she had forgotten until now.
